ESA LISTING DECISION TOOLKIT
A resource page to help farmers and landowners navigate the complexities of the Endangered Species Act listing decision for the monarch butterfly.
The U.S. Fish and Wildlife Service (USFWS) has announced a proposal to list the monarch butterfly as a threatened species under the Endangered Species Act (ESA). This page serves as a comprehensive resource to help you understand the ESA listing process and the potential consequences for farmers, landowners, and conservationists. Starting on December 12, 2024, the USFWS will be accepting public comments on the proposed listing and the development of a 4(d) rule. The comment period will be open until March 12, 2025. To submit your comments, visit www.regulations.gov and search under docket number FWS-R3-ES-2024-0137.

USFWS on Monarchs and the Endangered Species Act
